"UEFA’s rules requiring clubs to have a certain proportion of players that are locally trained and home grown is designed to make sure that clubs do not rely only on their financial muscle in the transfer market, but have to invest locally in their communities in training. It is a vital scheme. Yet the Commission, on this point in its White Paper, has not come off the fence in saying that it is a scheme that is acceptable under the Treaty and now, Commissioner, you say it could be, if... – and you are still investigating.
