"The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union, known as Frontex, set up by Regulation (EC) No 2007/2004, which I mentioned earlier, is intended to improve integrated management at the EU’s external borders. The role and functions of the Frontex Agency are set out in the Regulation, which takes account of the fact that the Member States retain responsibility for the control and surveillance of external borders. The powers of the Frontex Agency were strengthened recently by the approval on 12 June 2007 of the proposal for a Regulation of the European Parliament and of the Council establishing a mechanism for the creation of Rapid Border Intervention Teams. The European Council, in its conclusions of June 2007, welcomed the agreement reached on Rapid Border Intervention Teams and the launching of the European patrol network and the creation of a centralised toolbox of technical equipment to be made available by and to Member States. At the moment there are no other proposals to amend the Frontex Regulation. The Hague programme strengthening freedom, security and justice, invites the Commission to present to the Council an evaluation of the agency by the end of 2007. That evaluation should analyse the functions of the agency and indicate whether it should take on other responsibilities relating to aspects of border management."@en1
