"I would point out that the Middle East peace Quartet met recently in Lisbon. We are confident and believe that we shall be able to devise measures within the scope of the Quartet, and also within the scope of the European Union, that can help make progress with the Middle East peace process. The situation there has remained unchanged for many years and we know it is a complex and difficult situation that cannot be resolved overnight. However, we think that the political conditions might now be in place to enable us to make positive progress. The Portuguese Presidency wants to work towards that, as does the Council of the European Union. We need to seize the moment and grasp the opportunity. We must take advantage of the political context and make the most of the sense of urgency to solve this problem, which I think we feel is there at the moment in relation to the Middle East peace process. We must be realistic yet confident and we must not think of giving up."@en1
