"The policy of the European Union has been, ever since the Palestinian elections, to refuse to talk to elected representatives associated with Hamas. Every time Hamas has made a small step that might be interpreted as being in our direction, we have slammed the door in its face.
From talks I have had with some of the President-in-Office’s colleagues in Lisbon, I know that there are members of his Government who believe that this policy has been a disastrous failure. But, in this instance, his job is to talk on behalf of the Council and defend the indefensible. Can he tell the House in what ways the Council believes that its policy has proven a success?"@en1
