"We agree with the line taken in the report that it is important to give an essentially qualitative boost to the school milk programme. We regret, however, that in its present form with the management philosophy adopted and with the resources currently allocated, this programme has in many cases become an encouragement to stop drinking milk in view of the poor quality and unsatisfactory nature of the products offered in relation to the tastes of pupils in lower secondary school. We therefore agree that the range of products for inclusion in this programme should be expanded both as regards diversity and in terms of nutritional considerations and dietary rationalisation. However, we must remember that we need to solve, as a matter of urgency, simple issues such as the lack of refrigeration networks, because that prevents schools and many Portuguese students from having access to anything other than UHT milk. The nutritional value of milk is well known, and we know that we need to encourage people to drink it. However, in order to make that possible, aid is required to help to produce quality milk and it is the innumerable small herds that hold the key; it is in the main family farms which, by means of non-intensive dairy farming, keep the rural communities alive and the countryside populated."@en1
