"Madam President, ladies and gentlemen, the summit last April between the European Union and the United States was a lost opportunity. In the light of the results of the European Parliament’s special committee on secret CIA flights Washington should have been clearly told that progress in transatlantic cooperation on the fight against terrorism can only be based on compliance with Article 6 of the EU Treaty and full respect for human rights. This was not done: that means that not only will the fight against terrorism not be strengthened, but it will be weakened because, as this Parliament itself has said, as well as being counter-productive, it is unacceptable to combat terrorism using illegal, terrorist methods. The EU Member States that submitted to US pressure in using these methods have not only infringed the fundamental principles of the EU but have also opened up a path to illegality, exposing Europe to increased risks of terrorist retaliation. Stepping up the fight against terrorism means, above all, doing so in full compliance with the law."@en1
