"Mr President, in the wake of the tragic experiences of New York, Madrid and London, our ability to cooperate in counter-terrorism matters has grown, in both EU and transatlantic contexts. We should take further steps in this direction. Our concern for privacy and citizens’ rights should not be used to justify the blocking of effective action. There is an unavoidable price to pay for safety in this area. What our citizens are looking for above all is safety. Changes to international law are also needed. Modern terrorism has given rise to a hitherto unknown phenomenon – that of the stateless soldier. His statelessness makes it difficult to apply the Geneva Conventions. At the same time we must agree that it makes no sense to afford terrorists the procedural rights characteristic of the European penal process, and that it deprives us of effectiveness in combating this phenomenon."@en1
