". We consider that the report has a well-balanced view of the internal market and in particular welcome the provisions on the social and environmental impact assessments which must form the basis of new policy initiatives. We do not, however, share the view on the contribution of nuclear power and believe that the report is unclear on tax matters. For example, we are uncertain about the initiatives that the Commission must take as regards excise duties and VAT and point out that tax levels fall within the competence of the Member States. We are also uncertain about which trade defence measures are referred to in the report. Even though we had wished to see stronger provisions on social clauses, we have voted in favour of the report as a whole because we welcome the review and the broad thrust of the report."@en1
