"Madam President, for someone like me, who comes from the far western edge of the continent, I cannot fail to manifest a deep respect for a people whose destiny has so often been tragic, in particular throughout the twentieth century, and who are now making a tremendous effort to find their way to becoming a democratic state based upon the rule of law.
This was demonstrated on the streets of Kiev three years ago and continues to be apparent from the Ukrainian people’s desire one day to join the European Union. We must look upon this desire with respect, and give signals, which include both strengthening our cooperation with the Ukraine and supporting the Ukraine’s development on the widest possible range of levels.
It is true that it is not our job to take over tasks that are the responsibility of the Ukrainians: the solidification of their democracy, the full institutionalisation of their democratic rule of law, and the overcoming of the problems they are still facing. Yet whilst it is true that this is a task for the Ukrainians, we must send signals and I am convinced that we are sending the Ukraine a good political signal through this report.
