"Madam President, thanks to my report of December 2005, a compromise has been reached at first reading on a regulation which guarantees the uniform application in the EU of the WTO Decision of 30 August 2003. Nearly four years on, though, it now looks as if this decision is nothing but an empty shell. The fears at the time have now been realised. The system is far too elaborate and does not work. I share Mr Agnoletto’s dismay over the response by the Council, which has managed to sidestep every question or concern expressed by this House. The ratification of the TRIPS Protocol should force the EU into careful reflection and, above all, to a more cohesive policy which should enable the poorest countries to develop their own capacity to produce vital medicines. Without a strong signal in that direction, I am not convinced, Madam President and Mr Susta, that we should sign this waiver just like that."@en1
