"Mr President, along with the Flemish Socialists, we voted in favour of all amendments, including the compromise amendments, which represent progress compared to the original Commission proposal.
Eventually, however, we decided to reject the proposal with a view to sending out a strong message of continuing concern. Actually, a great deal of homework was given to the Member States to ensure that liberalisation would be accomplished successfully. They will need to ensure that their social laws apply to all operators and that, by 2010, they can demonstrate how they will finance the universal provision of service in a competitive market. As we see it, it would have been preferable to wait and see before taking a final decision."@en1
