"Prime Minister Sócrates says he has received a clear and precise mandate. I agree. He knows that the governments of Spain or Luxembourg Governments will argue that the new Treaty is the same as the previous one and will require parliamentary ratification. He also knows that the governments of France and the Netherlands will say exactly the opposite ultimately to support the same idea, namely that there will be no referendum for anyone. I wonder why he says nothing. Are we to have six months of doublespeak, or will we see the political vision to include the people in the decision? I am also puzzled as to why he says nothing about certain other things. Europe has no policy on Iraq; does Washington have to decide to call its boys home before we can have such a policy? Europe has two policies on the Iranian nuclear programme; will bombs have to fall in Iran before we see that such an escalation ought to have been prevented? Europe has an irresponsible policy in Palestine and Lebanon; in the one case, it has always supported its President without recognising governments, and in the other it supports the government and opposes the President. Does it all have to go wrong before we see that our role ought to be to encourage internal agreement? Last summer there was an unscheduled war. A year later, it is looming again. Mr Sócrates, we shall only prevent it if we want to do so."@en1
