"Mr President, ladies and gentlemen, Mr Sócrates, we welcome the presentation of the guidelines that Portugal intends to follow over the coming months: naturally, we agree with the priority placed on the Intergovernmental Conference and can only offer our best wishes for you to achieve the aim of fully and faithfully turning the mandate into a new treaty. As you yourself said, the Presidency will have more commitments than just this one over the coming months. We welcome the list of priorities that you have set yourselves and understand the reasons why, in relation to some of these priorities – Lisbon, Africa, Brazil – Portugal will be especially committed. At the same time, we would like to emphasise the fact that, in order to turn your slogan into a reality and demonstrate that a stronger Europe can lead to a better world, we need not just good intentions but facts, which are not chosen by us but derive from the actual priorities of the circumstances in which we find ourselves. On this point, I would like to draw your attention and that of your Presidency to the most urgent priority, which is set by a region close to us in the Mediterranean – the Middle East – on which Europe can and must do more. This region has not had much of a presence in the recent past but now that the dangers are becoming more acute and the opportunities greater as a result, Europe must demonstrate that it knows how to be stronger in order to contribute to a better world."@en1
