". I voted in favour of the excellent report by my Dutch fellow Member, Mrs Hennis-Plasschaert, on the proposal for a Council directive on critical infrastructure. Firstly, I applaud the vision of the European Council of June 2004, which is behind this proposal for a directive. It is, in fact, imperative that the European Union support the Member States in protecting critical infrastructure from the risks, including terrorist risks, that we face. Although the responsibility for this type of infrastructure lies with the Member States and the owners/operators who are generally linked to them, it is logical to communitise certain aspects of prevention, identification, designation of critical infrastructure, as well as the evaluation of the need to protect this infrastructure better. Internet development and the liberalisation of certain markets (electricity, gas, telecommunications, rail freight, etc.) must lead us to be more vigilant regarding our critical infrastructure, which is becoming more and more interconnected throughout Europe and of which the interruption, whether on a permanent or temporary basis, or destruction could have serious repercussions for health, security and the economic and social well-being of Europeans and for the proper functioning of the Member States’ governments."@en1
