"The main reason for closure was doubt about safety levels. It was well debated during the whole pre-accession strategy, and a decision was taken by the Bulgarian authorities based on the safety evaluation. The closure is not about supply or lack of it, but about safety. That is why I believe there is no way we can compromise on this. If it was for any other reason, such as excess of power – but it was not, it was only for safety reasons, recognised by Bulgarian authorities when they subscribed to the Treaty. Moreover, this Treaty has been ratified in all the Member States, meaning that not only have the governments that signed it made an obligation, but this obligation has been endorsed by the citizens of all other Member States. In my opinion there is no new data that would allow us to come back to this decision."@en1
