"This case really is an outrageous one. My colleague, David Martin, was one of the first to raise this issue in the last Parliament, before 2004. Yet we are still here. The Libyan Government has to recognise that this has threatened to sour relations permanently between the EU and Libya, which is a great pity given that Libya has just come out of the cold. I welcome your proposal for a Benghazi centre. I hope the decision tomorrow is the right one. If not, I hope that the High Judicial Authority will be able to make the right decision. But if not – and I understand you do not want a plan B now – will you come back to us with further proposals for action if we do not get the right decision in the last two opportunities we have?"@en1
