Mr President, we have already, in fact, thought of programmes to make known the views of persons who, in their own countries, are defined as dissident writers, in such a way as to promote the spread of liberal, democratic ideas. Our ultimate objective is to make these ideas known in the very countries from which these writers or journalists come. Our task is to spread democratic values outside the borders of Europe, and I believe that it is appropriate to do this also by using the voices of courageous writers and journalists, who should be protected in Europe but whose ideas should also be known in the countries from which they have fled. Thus, as a matter of principle I agree with this approach."@en1
