"I am very pleased about the adoption of the compromise negotiated with the Council concerning the second programme of Community action in the field of health 2007-2013. The European Union can no longer do without a common programme for health with common public investment. It is unfortunate that the budget has been revised downwards. A large number of investments are needed before we can have preventive and technical resources. Prevention is better than cure and good information on lifestyle or a healthier diet in order to reduce mortality due to serious illnesses is an essential prerequisite. It is necessary also to make generally available technical solutions for emergency situations. Widespread availability of defibrillators is one of many examples. Health, however, does not come down to a simple matter of accountancy. It is also and above all a benefit for everyone. Making patients more responsible is a central factor. Setting up clear and applicable provisions everywhere in the European Union is undoubtedly the most essential way forward for the future."@en1
