The notion of exchanging a certain amount of the information contained in criminal records is undoubtedly to be welcomed, particularly in sensitive areas such as paedophilia, but also in order to increase arrests of drug dealers and other criminal organisations. However, it must not result in respectable citizens being treated as criminals because of a minor entry in their criminal record. As the case of files on hooligans has shown, being found close to events is often enough to justify inclusion in the blacklist.
