"Mr President, I am not sure whether Mr Lundgren has actually asked a question, but in any event he and I agree that there is at least that point that you mentioned in your speech, Mr Lundgren, and there are also the legal incompatibilities which make it impossible at the moment to say that Sweden fulfils the criteria for joining the euro.
I would say once again that at no point does the Treaty lay down maximum or minimum time limits. It lays down a general obligation to prepare, to seek to fulfil the conditions, but it does not stipulate a specific timetable. The Treaty must therefore be interpreted with the same flexibility that was employed when it was drawn up, not according to criteria that are different to those laid down in the Treaty. In any event, I would say that we need to apply common sense, as we so often have to do in politics. If the Swedish citizens said no four years ago, we will have to ask them when they decide to change their minds, should they decide to do so. I do not believe that any country can be obliged to join a currency against its will."@en1
