"( ) I would like to make a few important points about the current adoption of development programmes and systems for their implementation as a way of disbursing EU funds. I am aware of the fact that the Commission has been toiling heroically in this respect, but we must emphasise that, particularly in the new Member States, the national administrations often do not have sufficient assets. It should be acknowledged, among other things, that several countries in this category do not possess know-how on the best practices concerning implementation, that there is a shortage of skilled workers in the labour markets of these countries, and that their information and monitoring systems lack quality software. Therefore, I would like to urge the Commission to continue to be involved in this matter and to enable maximum levels of interconnection between the national implementation systems, as well as the exchange of information on problems and problem-solving, and on best practice concerning efficient operations in this area, with the information flowing mainly from the old Member States to the new ones, for example, by means of a dedicated website, workshops on problem areas, and the like. As a member of the Committee on Regional Development, I would be extremely upset if I had to say at the end of the 2007–2013 period that the funds earmarked for regional development have been largely unused or have been used inefficiently."@en1
