"Mr President, this House should be aware of the growing, widespread concern in the UK of the Constitution being resurrected as a treaty as a means of avoiding a referendum in Great Britain.
As a direct result of this growing concern, there is now a conversation going on amongst various groups about calling a general strike if such a device were used to avoid a referendum on this issue – that is the level of anger which is now evident in my country. It would bring Great Britain to a standstill for the first time since the 1920s, and it is to be hoped that those now negotiating this Constitution revision see sense and avoid such a device, if they possibly can."@en1
