"Ladies and gentlemen, we must remember always, and not just in the European Year of Equal Opportunities for All, that there are people living among us who are severely disabled. Those people, despite their disadvantages, play an active part in society. At an EU level, although a great deal has been done, a number of problems remain, one of which is the acknowledgement of passes for the severely disabled or the badges for their vehicles that are issued by national associations. In the Czech Republic, for example, the owners of these vehicles can park free of charge, and do not have to pay motorway tolls and charges. Unfortunately, due to the lack of harmony in the method of validating these documents in some EU Member States, disabled drivers have experienced difficulties in having their status recognised in countries such as Slovakia, Austria and Germany. I therefore urge the competent authorities and the EU institutions, including Parliament, to address these problems and to harmonise the formats of badges for disabled drivers and the ways that they can be used throughout the EU, and also to harmonise the rules dealing with the rights and obligations of severely disabled people. The sooner this happens, the better."@en1
