"Mr President, in view of the impending European Council summit, there is deep concern regarding attempts to discredit Poland as the author of a compromise solution concerning the future voting system in the Council.
The square root system proposed by Poland respects the principle of solidarity between the Member States, irrespective of their size. It also acknowledges the right of all the members of the Community to influence EU decisions and to protect national interests as far as is possible. The Polish Government submitted this proposal for consideration without presuming to determine the end solution. It is in everyone’s interests to continue searching for a compromise. It would be contrary to the principles of democracy for the German presidency to put pressure on Member States in order to block debate on this issue."@en1
