". The purpose of this Commission proposal is to incorporate into the Community acquis conservation and enforcement measures adopted by the Northwest Atlantic Fisheries Organisation (NAFO), to which the Community is a signatory. In keeping with the simplification of other legislation, the Commission has taken the opportunity to update and bring together in a single legislative document all of the rules spread across several regulations. The rapporteur has updated these rules with other texts adopted following the Commission’s proposal, as part of the regulation on total allowable catches and quotas for 2007. The simplification proposal is, in itself, a good thing. We feel, though, that the consequences of some of the measures incorporated for the long distance fleet, for the fisheries sector and by extension for national economies should be pre-empted and managed. I wish to point out that Portugal was one of the founding Members of NAFO, represented by the Community when it joined in 1986. This has not brought us any great benefits – quite the opposite in fact, as evidenced by the difficulties facing the Portuguese long-distance fleet."@en1
