". Mr President, appointing of the President of the World Bank should not be the privilege of the leader of the state with the largest package of shares, which has been the case to date. There was no need to compare the United States candidate to other candidates, or to weigh them up against each other, and there is one man who decides who the US candidate shall be. Wolfowitz was not the choice of those most closely involved in the World Bank, but the American President, George W. Bush’s, and his alone. To Bush, he was a faithful ally, to others, an accident-prone person who always makes unsuccessful attempts at pursuing the wrong policy. He was a very controversial man when he took up office in the World Bank and has not really ceased to be one now that he is leaving it. Showing favouritism towards his fiancée was not an inadvertent mistake, but the justification needed to put an end to his headstrong and unacceptable way of going about things. These mistakes should not be repeated when his successor is chosen. A transparent appointment procedure with public hearings for candidates is very much what is called for."@en1
