"Madam President, Béla Glattfelder’s speech mentions the dangers in the Commission’s proposal to exclude maize from the Council Regulation concerning the common organisation of the cereals market.
The cereals market has changed since 2003. In neighbouring countries such as Ukraine and Russia, once the granary of Europe, local and European capital has been invested in cereal and pig breeding. A powerful rival to European Union agriculture is emerging.
The maize crop has already been planted, and we cannot change the conditions of maize intervention for farmers in the middle of the production cycle. The idea of excluding only maize from the regulation could have unintended repercussions on the entire cereal market. The demand for cereals, including maize, will increase with increased consumption of meat, as will their use for the developing biofuels industry which is extremely important for the future of this market.
In summary, there are no grounds for implementing the Commission’s proposal until the European Union’s cereals market has stabilised."@en1
