"Mr President, one general problem with the internal market is that the opening up of the market often goes hand in hand with the creation of oligopolies. What we have now done is to fashion a support that will bring a result in the short term, but what is needed at a fundamental level is the improvement of the underlying conditions of competition. I take it as read that the dominant telephone companies are not going to put a stop to their racket, whose victims will now no longer be the tourist and the perpetually on-the-move businessman, but rather the most vulnerable participants in the market, in many instances young people and children. Take a look at the aggressive advertising of ringtones and the great problems posed by the content available – for violent or pornographic films are available on mobiles – and you will realise that the next thing the Commission has to do, following the consultations that are going on in this area until 7 June, will be to summon up the political courage to bring in pre-emptive legislative measures that will enable us to get a better grip on the problem presented by use of mobile phones by children and young people."@en1
