The entry into force of the European Framework for the safer use of mobile telephones by adolescents and children, adopted on 6 February by leading EU undertakings in this sector, is welcomed as a first major step towards the protection of juveniles from certain dangers arising from the use of mobile telephones. It has been suggested that this approach should be included in the Commission communication Towards an EU Strategy on Rights of the Child (final).
What are considered to be suitable measures to ensure that the European Framework is effectively implemented at national level and can be monitored by parents, teachers and those responsible for the supervision of juveniles? Given that the European Framework is based on a code of self-regulation by European companies, how will the Commission help to ensure its proper implementation in the Member States and assist in the evaluation of its effectiveness? What will be the responsibilities of the national regulatory authorities in drafting codes of self-regulation by February 2008 at the latest and monitoring their implementation? Does the Commission consider the future adoption of a Community legislative measure binding on the Member States and on companies to be advisable, given that self-regulation alone cannot be sufficient?"@en1
