"Mr President, the creation of a single market within our community, a very extensive market and one that has gradually enlarged, has brought benefits to all its participants. The aforementioned enlargement was preceded by the creation of a single market, the introduction of new legislation and by a whole process of adjustments. In short, conditions were approximated, thus ensuring genuine competition. Opening the market is a condition of globalisation. For this to be beneficial to everyone, however, a process that involves not only negotiation but also adjustment, including educational and information activities for interested social groups must precede opening. The creation of a global market must be founded on similar principles to the ones we adopted when creating the European market. The experience was a good one. Setting standards and conditions to be met by the interested parties is particularly important. These include environmental standards, conditions relating to work and pay, and the principles of innovation. A so-called road map should be drawn up for this process, laying down the various stages and allowing for development. Full monitoring by the interested parties should also be arranged."@en1
