"Mr President, I also voted in favour of the Laperrouze report on the grounds that it is of course better, where water is concerned, to sort things out in advance than to have to spend a great deal of money on repairs later on. Being an Austrian, and thus a citizen of a country with very considerable water reserves, I do believe that a sustainable and environmentally conscious water policy means that we must no longer give financial support to intensive agriculture, which brings in its train such problems as over-fertilisation. Instead, support should go to those farmers who use traditional methods of cultivation. In forestry, too, we can play a part in determining which and how many pollutants get into the groundwater and at what rate, while also helping to protect against flooding."@en1
