If anyone were in any doubt as to the objectives of these recommendations, one would only have to take a close look at the information provided on them by Parliament: recognition ‘for the first time’ of the public authorities’ free choice of the operators of so-called road and rail passenger transport ‘public services’, be they public or private. In other words, this is tantamount to ‘the award of public service contracts’ in the framework of competition; that is, the undermining of the concept of public services provided by the public authorities, whereby the rights of the workers and of the users of affordable high-quality public services are not affected.
Although it does contain some valuable points – such as the relevant authorities having the option to provide the services themselves, or directly to award the contract to an entity over which they have control – the adopted recommendation forms part of the policies of liberalisation and of promoting privatisations and monopolies at the expense of public funding on the basis of the forces of each country coming together.
We are very disappointed at the rejection of the proposals we tabled aimed at safeguarding workers’ rights in the sector, such as the inclusion in contracts of provisions on the protection of jobs in the event of a change of operator."@en1
