"Mr President, in the eyes of EU law, Member States themselves, including Poland, are responsible for controlling their external borders. Unfortunately we have to say that the aid currently provided at a European level for responses at the external borders, and the protection of these borders is not enough. It is an issue that cannot be ignored because controlling the external borders of the European Union is really about combating people trafficking and illegal immigration on the one hand, and on the other averting threats to the internal security of Member States, public order, public health and international relations. Border controls are therefore not just in the interest of the Member State that has the border, but it is equally important for all Member States that have removed controls on their internal borders. The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX) has already been set up by order of the Council. We now need to take the next step, which is to create rapid intervention teams that would be sent to the territory of a Member State needing such assistance, but which would not be designed to provide long-term support. However, coordinating the composition, training and dispatch of such rapid intervention teams to borders should be the mandate of the Agency. This approach will increase solidarity and mutual assistance among Member States."@en1
