There are of course different trends in the European Union, and there is no need to make a distinction between old and new Member States. We have found that some Member States have developed a sensible infrastructure over many years – it was a political objective – while other countries are lagging behind. The East German
had a different structure even before reunification, and facilities exist there.
We do of course have another problem to deal with in the East German
namely the question of depopulation, of people moving away from particular areas because the economic situation is not as people imagined. In general terms, Germany needs to find a way of providing all-day care and care for small children under three. The German Bundestag is currently discussing how we can meet the targets we set ourselves in Barcelona."@en1
