My understanding is that the Commission is aware of the problems in the new Member States. Before joining the European Union, they had to accept the
and had to apply minimum rates, although they received some derogations. It is now quite difficult for the new Member States, including Bulgaria, to raise the minimum excise duty on alcoholic beverages.
We therefore presented a proposal to the Council, which was made in general terms without any specific figures. Following a decision by the Council, we agreed that any Member States – without specifying whether they were new or old Member States – that find it difficult to increase the excise duty, may apply for a derogation. Bulgaria and Romania were not members of the European Union at that time but this certainly applies to those two countries. Therefore, if Bulgaria has any difficulty in complying with the regulation which was adopted at that time, it may request a derogation which I am certain the Commission will support."@en1
