State support measures in favour of disabled workers will, like any other support measure, only be considered as state aid if the measure fulfils all the conditions of Article 87(1) of the EC Treaty. This implies, amongst other things, that if the aid is granted to disabled individuals and not to companies, the measure is not state aid. Similarly, any measure in favour of disabled workers which does not affect trade between Member States, for instance because it is considered as ‘de minimis’, does not fall foul of the Treaty rules."@en1
