"Mr President, the object of Mr Sterckx’s report is to avoid accidents and collisions. In this respect, identifying and analysing events in aviation is important. But the proposal to appoint an independent body to protect safety at sea raises a number of questions. In Poland, for example, we already have marine offices empowered to enforce safety regulations, and already do so. Simply extending their powers of accident investigation may be sufficient, something for which the Baltic Sea states are well equipped. They could also share their experience with the Mediterranean and Black Sea areas. I thank the rapporteur Mr Kohlíček for the depth and flexibility of his report, particularly in light of the fact that he represents a landlocked country. As regards Paolo Costa’s report, I find it good that we have combined the subject of accidents with liability insurance for marine carriers both at sea and on inland waterways. I am for uniform regulations and the inclusion of all types of carriage, including passengers on inland waterways and marine passengers, in the Athens Protocol. The regulatory package will increase responsibility for greater safety and protecting life and the environment, but it will cost money. The new regulations will therefore need to be implemented consistently. They must be implemented consistently so that all shipowners, ports, and countries will be required to make the same efforts. Any discrepancies in enforcing the regulations will bring about imbalanced internal competition within the European Union. In conclusion I would like to thank Commissioner Barrot.
