"Madam President, I want to focus on the Costa report, which appears to contain two key points. First of all, there is the idea of a liability scheme in the event of terrorist activities, which has been discussed and handled in great detail in the International Maritime Organisation, and is a good example of the right solution being found at the right level. Which brings me to my second point, namely the scope of the regulation. Since the Athens Convention is intended for sea shipping, I was surprised to see its scope extended to include inland shipping. The major differences between sea shipping and inland shipping do not justify the same liability regime, and neither do the consequences of bringing these into line. It is expected that the increase in liability for transporters in inland shipping will have consequences to the extent that the financial viability of the service will be put in the balance. Given the social importance of water-borne passenger transport in a number of countries, I find this unacceptable. For this reason, my group suggests removing inland shipping from this proposal and instead, to work in tandem with the Central Commission for the Navigation of the Rhine to help improve the liability regime for inland shipping. I am happy with the position adopted by the Group of the European People’s Party (Christian Democrats) and European Democrats in this area, and I very much hope that the other groups will join them."@en1
