Conservatives will be voting against Parliament’s main reports on the budgetary discharge of the European Parliament, the Commission, the Council, the Economic and Social Committee and the Committee of the Regions on the grounds that for the 12th year running, the Court of Auditors has been unable to give a positive statement of assurance of the overall EU accounts. Conservatives believe that this situation must be resolved as a matter of urgency by the Commission and that there must be zero tolerance in all cases of mismanagement and fraud. Apart from the implementation of the new accountancy systems and encouraging whistleblowers to come forward, Conservatives are focused on the key priority area of the 80% of the budget that is spent in Member States which concerned the Auditors. Through the concept of ‘shared management’, the Union system splits power from responsibility: the Commission is for the expenditure of all EU funds but, in reality, the to paying agencies in the Member States. Some progress has been made by including in the agreement on the 2007-2013 financial perspectives a commitment that a certification of expenditure by Member States will be required in future. It is essential that this is implemented in full. There must be greater transparency of the use of EU funds by Member States ..."@en1
