That being the case, in order to prevent a break in the supply of raw cane sugar to full-time refiners, tariff quotas for imports of raw cane sugar to Bulgaria and Romania from third countries must be opened. It is in this context that the Commission’s proposal, which will have no impact whatsoever on the refineries of other Member States, has appeared.
