". Following the and accidents, the latter in 2002 close to the edge of Portugal’s exclusive maritime area, the EU has drawn up a number of legislative proposals aimed at preventing such disasters, or at least minimising their impact, and at discovering what happened and who was responsible. This excellent report by Mr Savary, which I voted for, concerns one of these proposals. I feel it is vital, as it establishes a minimum level of common rules for all Member States as regards the shipowners’ civil liability and financial guarantees (which can be extended to anyone else responsible), and others aimed at preventing accidents and ratifying certain international conventions, such as the Convention on Limitation of Liability for Maritime Claims, the I also welcome the proposal to set up a solidarity fund aimed at ensuring that even ships not covered by any form of financial guarantee offer adequate protection and financial compensation."@en1
