"Mr President, 50 years after the Treaty of Rome was signed the EU’s common foreign and security policy is only just taking its first steps forward. This area of intergovernmental cooperation limits the authority of all EU actors. At present, attitudes towards the US missile shield are a very important factor, which impacts on the future of the EU and European countries. Is the EU’s answer unanimous or is it that when Secretary of State Rice calls Europe she gets several answers? This is how the EU allows the United States of America to decide what is good for the EU and its Member States. It would not even help us here if there were a new constitution in effect and the EU had one common foreign affairs minister, because unless there is a common will, there is no common policy. I would also like to bring up the other issue, the question of illegal immigration and immigration policy. Recently there have been expectations of closer cooperation in the EU in order to prevent the entry of illegal immigrants at border control points. It is hardly any wonder that last summer close to the Canary Islands more people, illegal immigrants, died in the Atlantic Ocean than there were victims of war in Lebanon. Much, therefore, needs to be done in the areas of neighbourhood policy for the welfare and security which the EU provides to grow and prevail."@en1
