"Mr President, ladies and gentlemen, I speak on behalf of the new Italian Socialist Party. Yesterday Chancellor Merkel presented to us the outcome of the talks held last weekend in Berlin, which led to a commitment by all the Member States and the three European institutions to renew the legal basis of the Union by 2009. Today Javier Solana has presented us with plans to strengthen the role of the Union in the international arena, plans which are, in the main, worthy of support.
I am convinced that the two issues must be tackled together, and that a credible foreign policy must be accompanied by a strong legal basis supported by all the actors who refer to it. I therefore believe that the date of 2009 cannot be postponed; indeed, a sustainable solution should perhaps be identified sooner.
The challenge of energy supplies, as well as the various current situations of geopolitical instability, some of which are on our borders, requires a Europe that speaks with one decisive voice to the United Nations and in all other international forums."@en1
