lpv:translated text	"Mr President, the issue of the missile defence shield is currently at the stage of a proposal that has been submitted to certain NATO members by the United States. It is being subjected to an in-depth analysis. However, it must be highlighted that a decision on this matter is the sole competence of the interested countries and governments. Indeed, Mr Solana has already spoken about it today. The definitive rejection of the Constitutional Treaty by France and the Netherlands has scuppered plans to implement a European Union Common Foreign and Security Policy. It would be unfortunate if some Member States who did not accept this fact, and wish to hide behind the shield of the European Union, were to try and influence the sovereign decisions of the governments of the countries to whom the proposal has been made. I would also warn against a resurgence of anti-American feeling in Europe, of the type that was recently witnessed as a result of the strange report on CIA flights."@en1
