"One of the most important foreign policy challenges this year is to lay the foundations of a common foreign policy on energy. It would be a mistake to think that the short-term interest of any Member State can diverge from, or endanger, the European Union’s common interest in energy security. We need a harmonised approach, effective coordination and the elaboration of decision-making mechanisms. A major task is to establish and strengthen the partnerships necessary in order to diversify our energy sources. Not only do we need to strengthen our foreign policy towards the traditional regions, that is to say, the Near East and Eastern Europe, but equally towards the Caucasus, Central Asia, Africa and Latin America. We have been talking about the Nabucco pipeline for years now. Since March it has been considered a priority project. It is high time to move at last into the phase of concrete planning and implementation. Every Member State has a major responsibility not to endanger this extremely important project with its unilateral action, since the venture serves the diversification of the European Union’s energy sources. It is in Europe’s fundamental interest to develop or enhance the appropriate competencies for defending its territory and warding off potential threats. Yet, for the time being, it is not able or ready to do so. Until it is able and ready, the Member States have the right to act independently. This right cannot be denied to Poland or the Czech Republic either. Of course it would be better if we could find solutions jointly for warding off these serious threats. And finally, the most important foundation of Europe’s foreign policy is solidarity. It is very important that all of us here have expressed our solidarity with the 15 British sailors and in relation to their immediate release, but this has to be expressed not only in words but also in deeds."@en1
