lpv:spoken text	"Mr President, honourable Members, the Commission welcomes this report and shares its analysis of the important role local authorities can play in development cooperation. Their contribution is crucial for the achievement of the Millennium Development Goals for good governance and for better ownership of development cooperation strategies. It is for these same reasons that the Commission is supporting local governance through geographic and thematic instruments and also involves local authorities in the programming process itself. The Commission is trying to further improve their level of participation and we are grateful for Parliament’s support in these efforts. You have also raised some interesting ideas, such as twinning, which I shall certainly bring to the attention of my colleague, Mr Michel, and he will study that further."@en1
