"Mr President, I have supported the resolution on the grounds that the preparatory work on the review conference is urgently necessary and that now is the right time to do it, but, since it is by their successes that the quality of the Nuclear Weapons Non-Proliferation Treaty and its additional protocols will be judged, we should seize the opportunity that has now emerged with the resumption of the six-party talks to work towards the nuclear disarmament of North Korea. The European Union – and we in this House in particular – have made an essential contribution to getting these talks off the ground again and to getting what is termed the Peking Agreement with concrete measures put in place.
Now, though, we have to give practical support to the implementation of the measures that have been decided on in order to denuclearise North Korea, and my expectation is that the European Union will give its full backing to measures aimed at food security – in other words, agricultural development aid, to regional security – which means the improvement of diplomatic relations in the region, and measures towards making human rights a reality.
Our goal has to be that North Korea, without nuclear weapons, should have enough to live on and, in general terms, that there should be regime change in North Korea in the interests of peace and stability across the region as a whole."@en1
