I share the view that the agreement on the facilitation of the issuance of short-stay visas and the readmission agreement between the European Community and Russia should help strengthen mutual relations and create a joint European area based on shared values and common interests.
I should like to remind the House that Russia was the first subject of the so-called joint strategy presented to the European Council in 1999. Even at that time it was clearly stated that Russia should be firmly anchored in Europe and that Russia must not be viewed merely as a threat or as an inferior or troublesome partner. Taking account of both this overview and of current events in Europe and around the world, I cannot accept the idea put forward in the report on the readmission agreement that relations between the EU and Russia are going through a critical phase and that the new partnership and cooperation agreement after 2007 will depend on the perceived human rights situation in Russia. Russia is not a superpower which wages wars and tramples human rights underfoot across every continent. Those who criticise human rights abuses wherever they occur, and not only in Russia, should first ensure that they themselves strictly uphold human rights. The fact that this is not the case is evidenced by the situation of the Russian non-citizens living in the Baltic States."@en1
