". Mr President, nationals of both the EU countries and Russia are required to have visas to travel. Russia has actively called for visa-free travel. To facilitate the granting of visas, we first have to have reciprocal agreements, examples of which are the proposals now before us. The reports by the parliamentary committees condemn the situation regarding the rule of law – its absence, in fact – in Russia. They voice the concern that visas may not be granted for free civil action. They also criticise the compulsory registration procedure and complain about the lack of any rules to implement the Agreement on readmission, human rights problems and so on. It would seem that the time is not yet ripe for visa-free travel. As long as visas are required, they need to be made easy and cheap for law-abiding citizens to acquire. We should be wary of making visas a political issue."@en1
