"Mr President, since 2001 the balance between preserving the fundamental values and the need for security has undergone profound modifications.
I see this report as an opportunity for the Member States to take a good look at themselves and recognise that it is a fact that fighting terrorism has often justified the adoption of many intrusive laws. It is now urgent to undertake an evaluation of all anti-terrorist legislation. It is time to ensure judicial control mechanisms and strict parliamentary scrutiny of security services in all Member States.
In Romania, where new legislation on secret services is being adopted, it is advisable to look at this package of legislation from this particular angle. New bodies that centralise intelligence are being created for better coordination of secret services. We have to be careful and place these central bodies under enhanced parliamentary control. This report is crucial because it highlights the increasing prevalence of the mantra ‘security at all costs’. It depends on us to focus more on civil rights and earn the confidence of our people."@en1
